Why will my car stereo not play OGG?

Because Vorbis never made it into hardware decoders in any quantity. MP3 was already established when Vorbis appeared, and manufacturers had no reason to add a second codec.

Is MP3 worse than Vorbis?

At the same bitrate, slightly — Vorbis was the better codec. Since this is also a second lossy pass, use 192 kbps or above to keep the total loss inaudible.

My .ogg file might contain Opus — does that matter?

Only for the starting quality. Both Vorbis and Opus inside an OGG container are decoded and re-encoded here, so the conversion works either way.

Where do OGG files usually come from?

Games, Linux software, older Spotify downloads and open-source tools, which favoured Vorbis because it carried no patent licensing.
