Can converting make an old phone video look better?

Why does the audio sound like a phone call?

Because it is AMR, a codec built for speech over mobile networks at about 8 kHz. It captured intelligible voice and nothing else, and that limitation is in the recording.

Yes. 3G2 is the CDMA variant of the same container and is accepted alongside 3GP.
