Will converting to PNG improve the image?

No. It prevents further loss but cannot undo what the WebP already discarded. Those artefacts are now part of the pixels and PNG reproduces them faithfully.

Is transparency preserved?

Yes. Both formats have a full alpha channel, so transparent areas come across unchanged. That is the reason to pick PNG rather than JPG.

Why is the PNG so much larger?

Because it stores every pixel exactly while WebP discarded detail to be small. Several times larger is normal, and much more than that for photographs.

Is there a smaller lossless option?

Lossless WebP, but that is the format you are trying to get away from. Among widely-accepted formats, PNG is the lossless choice.
