Is MP3 worse than the Opus inside my WebM?

At the same bitrate, yes — Opus is a much newer codec and holds detail better. Use 192 kbps or above if the content is music. For speech, the difference is not worth worrying about.

Why not just keep the WebM?

Keep it if everything you use plays it. Convert when a device, editor or upload form will not — car stereos, older players and a lot of audio software still expect MP3 and nothing else.

Does it work on audio-only WebM?

Yes. Browser voice recorders often produce a WebM with no video track at all; that converts the same way and slightly faster.

What bitrate for a screen recording or meeting?

128 kbps is ample for speech and halves the file compared with the default. Reserve 192 kbps and above for music or anything you plan to edit.
